The Goa Government has decided to seek an explanation from Mr. Pandurang Nadkarni regarding the alleged distortions and false claims made by him in the bio-data submitted for the post of State Information Commissioner.
The name of Mr. Nadkarni for the post of State Information Commissioner had been recommended by a committee headed by Chief Minister Manohar Parrikar but the same has been strongly objected to by Adv. Aires Rodrigues who complained to Goa Governor B.V.Wanchoo that Mr. Nadkarni did not have the required knowledge and experience of law and that he had also falsified his bio-data by inflating it with wrong statements. Governor Wanchoo is yet to consent to Mr. P.R.Nadkarni’s name for the post. The Governor being the appointing authority can accept or reject the name proposed by the Government for State Information Commissioner.
A written explanation is now being sought from Mr. Pandurang Nadkarni on the complaint filed against him by Adv. Aires Rodrigues before the Governor Mr. B.V. Wanchoo.
Drawing the Governor’s attention that Section 15(5) of the Right to Information Act requires that the Information Commissioner should have wide knowledge and experience of law, Adv. Rodrigues stated that Mr. Nadkarni had no knowledge and experience of law whatsoever.
Adv. Rodrigues had also drawn Governor Wanchoo’s attention that Mr. Nadkarni in his bio-data had falsely claimed that he was a member of the Local Managing committee of S.S.Dempo College of Commerce and Economics from 1996 to date and that he also currently was a Member of the Goa Board of Secondary and Higher Secondary Board.
Alleging that Mr. Nadkarni had close association with the ruling BJP, Adv. Rodrigues pointed out to the Governor that it was clearly required under the RTI Act that the State Information Commissioner should not be connected with any political party.
Claiming that Mr. Nadkarni had resigned from his current job as Director of Manipal Academy of Health & Education before applying for the post of State Information Commissioner, Adv. Rodrigues had further drawn Governor Wanchoo’s attention that this plumb posting carrying a monthly salary of over Rs. 1, 20, 000 was sought to be given to Mr. Pandurang Nadkarni by the Chief Minister as a trade off on the Medium of Instruction issue. Mr. Nadkarni who is a prominent leader of Bharatiya Bhasha Suraksha Manch (BBSM) was the petitioner in the MOI petition before the Bombay High Court.
Alleging that Mr. Pandurang Nadkarni’s selection was a political choice based on nepotism rather than merit, Adv. Rodrigues has urged Governor Wanchoo to reject the name of Mr. Nadkarni and that only a highly competent person be appointed so that the independence and integrity of the State Information Commission was not compromised.
